20/10/2015 Well-known consulting companies developed recommendations for Georgian Water & Power Company
Two reputable consulting companies – PricewaterhouseCoopers and Fichtner studied effective tariff methodology of water supply sector of Georgia and developed recommendations based on the best European communcal practices.
What kind of expenses shall be incurred by a communal company operating in the water supply and sewage sector, which type of expenses of the company shall be deemed as reasonable, how the expenses incurred, the GEL exchange rate fluctuation and the investments can be reflected in the tariffs. A conference dedicated to the aforesaid issues was held at Holliday Inn hotel on the initiative of Georgian Water & Power company. The consulting companies presented the benchmarking assessment of the effective tariff setting practice of Georgia in the context of the international practice. The representatives of stakeholders – Georgian National Energy and Water Supply Regulatory Commission (GNERC), German bank of development (KfW), European Bank of Reconstruction and Development (EBRD) attended the conference which was held in an interactive mode. It was pointed out that the recommendations if followed would facilitate stability and progress of the water supply sector.
As Ivo Dolezal, Partner of PricewaterhouseCoopers Regulatory Center says, the study and recommendations prepared for Georgian Water & Power company, are based on the best European communal practices. According to him one of the ways of improving the tariff methodology is the increase of consistency and transparency in the regulatory process.
The Fichtner consulting company’s senior consultant Maria Belova believes that the situational analysis and recommendations drafted by them will help to improve water supply service of Tbilisi and the whole communal sector of Georgia.
