31/05/2011 Water metering process in Rustavi has begun
CEO of “Rustavi Water” Joerg Matthies together with the Kvemo Kartli region governor David Kirkitadze and Rustavi mayor Zakaria Darchiashvili held a briefing today. Joint statement was made at the briefing related to the beginning of individual metering process in Rustavi and Gardabani and provision of jobs for the residents of Rustavi within the framework of this project.
Rustavi Water is the first water distribution company in Georgia, which is carrying out full scale installation of individual meters of water for the population. The project envisages the involvment of local population in the works related to the metering points. Taking into account the current social-economic situation and support of Rustavi Water contractor organization intends to employ up to 500 local residents, mostly from Rustavi.
Employed personnel will do the metering installation in Rustavi and Gardabani. Individual meters, from European manufacturer, will be simulatniously installed in Rustavi and Gardabani private settlements and multystory buildings. According to the plan works will be completed by the end of 2011 and by that time all customers of Rustavi and Gardabani will be equipped with water meters.
The metering principle is simple and fair – the customer who has installed meter as a rule saves both his budget and drinking water and accordingly pays just the cost of consumed water ensuring at the same time good repair of the damaged sanitary equipment at the own flat. We can say for sure that individual metering will be positively reflected on the budget of each family residing in Rustavi and Gardabani. For the metered residents tariff of water supply and drainage per 1 cubic meters makes up 40,5 tetris. For example, a family consisting of 4 members has to pay 12 laris per month by fixed tariff (3 laris per one memebr of family), while if the family consumes water in a rational way, let say 120 liters per person per day as it is a case in many countries of Europe, it will have to pay 6,48 laris per month instead of 12 laris. Water meter installation will make the water supply more reliable in the city and continuity of water supply will be 24/7. Water metering will support in executing the problem of water supply insufficiency, as each customer will be oriented on consuming water more rationally.
According to #18 resolution of GNERC the water distribution companies operating in Georgia have a right to install before 1 January, 2015 individual meters for the customers with private houses and those who are provided with uninterrupted water supply. According to the GNERC resolution upper limit of the cost of the meter installation per each customer is 100 laris payable by the customer, because the metering cost is not reflected in the water supply tariff. The amount will at the first stage be paid by the Company itself and the customer starts to repay the debt distributed for 24 months only after 6 months since the meter installation.
“Rustavis Water” is oriented at the improvement of service for the population of Rustavi and establishing deeper partnership with them. To improve water supply the Company has implemented more than one project: intensive rehabilitation work on water main, interquartile and street networks of water supply system, headwork of water supply. As a result of that drinking water is uninterruptedly supplied to the population of Rustavi today. Last year the Company successfully carried out the debt restructuring program. According to the offer under the program along with writing off certain portion of the debt the Company was installing the water meters to the volunteers free of charge. About 5000 customers expressed desire to install the meters.
